Hunter Street Station and Precinct, Precinct Development Partner (PDP) – Metro West

Sydney Metro is inviting organisations to register their interest in the development of the Hunter Street Station and Precinct.

Sydney Metro is Australia’s biggest public transport program. Services on Stage 1 of the network between Rouse Hill and Chatswood began in May 2019 on this new autonomous metro railway system, which is revolutionising the way Sydney travels.

Sydney Metro West is a new 24-kilometre metro line that will connect Greater Parramatta with the Sydney CBD. Stations have been confirmed at Westmead, Parramatta, Sydney Olympic Park, North Strathfield, Burwood North, Five Dock, The Bays, Pyrmont and Hunter Street (Sydney CBD). This infrastructure project will double the rail capacity between Greater Parramatta and the Sydney CBD with a travel time target between the two centres of about 20 minutes.

About the Station and Precinct

The Hunter Street Station will be located at the northern edge of Sydney’s CBD, with direct access to a major employment area, and tourist destinations perched along Sydney Harbour including Circular Quay and the Sydney Opera House.

The station will provide an integrated transport hub linking three stations connecting to Wynyard and Martin Place through underground links, allowing for interchange between heavy rail, metro, light rail and bus services.

The Precinct is intended to included an underground station, and two over station development buildings over both the east and west station entries.

The Precinct will also include underground walkways to allow for easy transit all the way from Martin Place, to Barangaroo making it an activated precinct that has pedestrian movement at the forefront of this public domain.

PDP Procurement Process

The PDP (Preferred Development Partner) procurement process includes the following components:

  • Station – construction of the station and OSD (over station development) enabling works up to the transfer of the SD
  • East OSD – responsibility for the delivery of an OSD building above the station entrance on Bligh and O’Connell Streets
  • East Additional Land – organisations are invited to ring additional land which may change the design of the developments, precinct outcomes, connectivity and value for money
  • West OSD – responsibility for the delivery of an OSD building above the Station entrance on George and Hunter Streets
  • West Additional Land – organisations are invited to bring additional land which may change the design of the developments, precinct outcomes, connectivity and value for money
  • Integration Role – responsibility for the coordination, management, integration and financing of contracts to deliver the Station, OSDs and potential development(s) on additional land

Organisations can either provide a component, or multiple components of the Hunter Street Station and Precinct.

Eligibility

  • for Developers, the Registrant must demonstrate they have relevant experience with leading and procuring financing for complex property development projects with a capital value greater than AUD $500m.
  • for Landowners, the Registrant must demonstrate they possess:
    • a land parcel or parcels to contribute that either alone or in aggregate are greater than 500 m2 and within the Base Case Site; and/or
    • a land parcel or parcels to contribute that are proximate to the Base Case Site that either alone or in aggregate are greater than 500 m2 and within 100m of the Base Case Site.
  • for Integrators, the Registrant must demonstrate that they possess the relevant experience with coordination, management and integration of property development projects which interface with infrastructure projects and procuring finance for projects with a capital value greater than AUD $500m.
Registration of Interest:
  • ROI submissions are a prerequisite to gaining access to the information documents for the Hunter Street Station and Precinct PDP.
  • ROI Registration Forms are to be submitted electronically only, via email to Neveen Ayad by no later than 4 March 2022 5:00pm.

Industry Briefing

Sydney Metro will conduct an Industry Briefing on the Systems Frameworks Package on Wednesday 9 February at 8:30am AEDT. The Industry Briefing will provide further details regarding the design, scope, key risks and procurement timeframes for the Hunter Street Station and Precinct PDP.

Sydney Metro will release the ROI on Wednesday 9 February 2022 after the Industry Briefing. Attendance at the Industry Briefing is not a pre-requisite for registration.
